1. General requirements
 
(1) Guiding ideology

(2) Basic principles

Strengthen the source control, seize the key areas and important links in the production and use of plastic products, and put forward management requirements in response to the prominent problems that the society reflects strongly; comprehensively consider the actual situation in various fields, reasonably determine the implementation path, and actively and steadily advance the work of plastic pollution control.
 
Innovation leads, technology supports. Guided by recyclability, easy recycling and degradability, we develop and promote plastic products and alternative products that meet performance standards, are environmentally friendly and economical, and cultivate new formats and models that are conducive to standardizing recycling and recycling and reducing plastic pollution.
 
Diversity participation, social co-governance. Give full play to corporate responsibility, strengthen government supervision and management, strengthen policy guidance, gather social consensus, and form a multi-co-governance system in which governments, enterprises, industry organizations, and the public participate together
 
(3) Main objectives
 
By 2020, the production, sale and use of some plastic products will be prohibited and restricted in certain areas of the city. By 2022, the consumption of disposable plastic products will be significantly reduced, alternative products will be promoted, and the proportion of plastic waste as a resource will be greatly increased. In the areas of prominent plastic pollution issues and emerging areas such as e-commerce, express delivery, and takeout, a batch of Reproducible and scalable plastic reduction and green supply chain model. By 2025, the management system for the production, circulation, consumption, recycling and disposal of plastic products will be basically established, and a multi-co-governance system will be basically formed. .
 
2. Prohibit and restrict the production, sale and use of some plastic products
 
(4) Prohibited production and sale of plastic products
 
The production and sale of ultra-thin plastic shopping bags with a thickness of less than 0.025 mm and polyethylene agricultural mulch with a thickness of less than 0.01 mm are prohibited. It is forbidden to manufacture medical products from medical waste. A comprehensive ban on the import of waste plastics. Prohibit the production and sale of disposable foam plastic tableware. By the end of 2020, the production and sale of disposable plastic cotton swabs are prohibited; the production of daily chemical products containing plastic microbeads is prohibited. (5) Prohibited and restricted use of plastic products
 
1. Non-degradable plastic bag. By the end of 2020, non-degradable plastic bags are prohibited in shopping malls, supermarkets, pharmacies, bookstores, and other places in the built-up area of ​​the city, as well as catering packaging and take-out services, and various exhibition activities. By the end of 2025, the use of non-degradable plastic bags is prohibited in the city's bazaars. Encourage places where conditions permit to stop using non-degradable plastic bags in urban-rural junctions, towns, and rural markets.
 
2. Disposable plastic tableware. By the end of 2020, the use of non-degradable disposable plastic straws is prohibited in the catering industry in the city; the use of non-degradable disposable plastic tableware is prohibited in the catering service of built-up areas and scenic spots in the city. By 2025, the consumption intensity of non-degradable disposable plastic tableware in the catering and take-out area of ​​the city will drop by 30%.
 
3. Disposable plastic products in hotels and hotels. By the end of 2022, star-rated hotels, hotels and other places in the city will no longer actively provide disposable plastic supplies, and can provide related services by setting up self-service purchasing machines and providing refillable detergents; by the end of 2025, the scope of implementation will be expanded to all Hotels, hotels, homestays.
 
4. Express plastic packaging. By the end of 2025, non-degradable plastic packaging bags, plastic tapes, disposable plastic woven bags, etc. are prohibited in postal express outlets throughout the city.
 
3. Promotion and application of alternative products and models

Promote the use of bio-based products such as straw-coated meal boxes and biodegradable plastic bags that meet the performance and food safety requirements in the field of food and beverage delivery. In key film-covered areas, combined with agronomic measures, large-scale promotion of degradable mulch.
 
(7) Cultivate and optimize new business models
 
Strengthen corporate green management responsibility and promote green supply chain. Platform companies such as e-commerce and takeaways should strengthen the management of settled merchants, formulate implementation plans for the replacement of disposable plastic products, and publish their implementation to the public. Focusing on chain supermarkets, large-scale bazaars, warehousing, and e-commerce express delivery, companies are encouraged to actively promote recyclable and foldable packaging products and logistics distribution equipment through equipment leasing and financing leasing. Enterprises are encouraged to adopt equity cooperation, joint capital injection and other methods to build a recyclable packaging cross-platform operating system. Enterprises are encouraged to use integrated packaging of commodities and circulation, and establish a recycling system for recyclable logistics and distribution appliances.
 
(8) Increase the supply of green products
 
Plastic product manufacturing enterprises must strictly implement the relevant laws and regulations, produce plastic products that meet the relevant standards, and must not illegally add chemical additives that are harmful to humans and the environment. Promote green design to improve the safety and recycling performance of plastic products. Actively adopt new green environmental protection functional materials, increase the use of recycled plastics that meet quality control standards and use control requirements, strengthen the development of recyclable, easy to recycle, and degradable alternative materials and products, reduce application costs, and effectively increase the supply of green products.
 
4. Regulate the recycling and disposal of plastic waste

Combined with the implementation of garbage classification, increase the collection and treatment of plastic waste and other recyclables, and prohibit the random accumulation and dumping of plastic waste pollution. In places such as office buildings, airports, stations, ports and terminals where large amounts of plastic waste are generated, it is necessary to increase the delivery facilities and increase the frequency of removal and transportation. Promote multi-party cooperation in e-commerce takeaway platforms, environmental sanitation departments, recycling companies, etc., and launch express packaging, takeout meal boxes and other recycling facilities in key areas. Establish and improve a waste agricultural film recycling system; standardize the recycling and disposal of waste fishing nets and fishing gear.
 
(10) Promote the use of resources and energy
 
To promote the standardization, centralization and industrialization of plastic waste resource utilization, related projects should gather in resource recycling bases and other parks to improve the level of plastic waste resource utilization. Plastic waste with high sorting cost and unsuitable for resource utilization should promote energy utilization, strengthen operation management of enterprises such as waste incineration and power generation, ensure the stable discharge of various pollutants, and minimize the direct landfill of plastic waste.
 
(11) Carry out special cleaning of plastic waste
 
Accelerate the investigation and rectification of informal dumping points and dumping points of domestic garbage, and focus on solving the problem of plastic pollution caused by the random dumping of domestic garbage in urban and rural junctions, environmentally sensitive areas, roads and rivers, pits and canals. Carry out actions to clean up plastic waste in rivers, lakes and harbors and clean beaches. Promote the cleaning and rectification of farmland residual plastic film, pesticide and chemical fertilizer plastic packaging, and gradually reduce the amount of farmland residual plastic film.
 
V. Improve the support system
 
(12) Improve relevant support policies
 
Increase support for key projects such as green packaging R & D and production, green logistics and distribution system construction, and professional and intelligent recycling facilities. Implement relevant fiscal and taxation policies and increase government procurement of green products that meet the standards. Carry out pilot demonstrations such as the construction of new green supply chains, the promotion of new products and new models, and the recycling of waste agricultural film. All districts should support the deployment of specialized recycling facilities and eliminate the management barriers for facilities entering public places such as residential communities, subway stations, stations and office buildings. Encourage economic measures to promote the reduction and replacement of disposable plastic products. Public institutions should take the lead to stop using non-degradable disposable plastic products.
 
(13) Strengthen scientific and technological support
 
In accordance with the national unified deployment requirements, carry out research and evaluation of the environmental risk of different types of plastic products throughout the life cycle; strengthen the research on the pollution mechanism, monitoring, prevention and control technologies and policies of plastic waste and microplastics in rivers, lakes and seas, and carry out ecological and environmental impact and human health risk assessment; Increase the key technology breakthroughs and achievements transformation of recyclable and degradable materials, improve the performance of alternative materials and products; carry out technical verification and product selection of degradable mulch films with emphasis on the safety and control of degradation and the economics of large-scale application.
 
(14) Strict law enforcement supervision
 
Strengthen daily management, supervision and inspection, and strictly implement policies and measures that prohibit or restrict the production, sale, and use of some plastic products. Strictly crack down on the production and sale of plastic products that are prohibited by the state, and strictly investigate and punish false standards and false standards. Promote comprehensive law enforcement of ecological and environmental protection, strengthen environmental supervision on the recycling, utilization, and disposal of plastic waste, investigate and deal with illegal sewage and other acts in accordance with law, and continue to promote the rectification of waste plastic processing and utilization industries. If the industry management department discovers the plastic environmental pollution and ecological destruction during the daily supervision, it shall promptly transfer the relevant clues to the comprehensive law enforcement team for ecological environmental protection, which shall be investigated and dealt with according to law. Responsible subjects with poor implementation shall be investigated and dealt with in accordance with law and regulations, and rectification shall be supervised through public exposure and interviews.

Increase publicity on the treatment of plastic pollution, and guide the public to reduce the use of disposable plastic products, participate in garbage classification, and resist excessive packaging. Use newspapers, radio and television, new media and other channels to thoroughly publicize the effectiveness and typical practices of plastic pollution control. Guide industry associations, business groups, and public welfare organizations to conduct professional seminars and volunteer activities in an orderly manner, gather consensus widely, and create a good atmosphere for the participation of the whole society.
