By the end of 2020, the catering industry in Zhejiang will prohibit the use of non-degradable disposable plastic straws, and the use of non-degradable disposable plastic tableware will be prohibited for catering services in built-up areas and scenic spots above the county seat.

By the end of 2020, shopping malls, supermarkets, pharmacies, bookstores and other places in the built-up areas of Hangzhou, Ningbo and Shaoxing, as well as catering and take-out services and various exhibition activities, will prohibit the use of non-degradable plastic bags; disposable foamed plastic tableware will be eliminated; disposable plastic cotton swabs will no longer be sold on the market; Zhejiang will no longer produce daily chemical products containing plastic beads.

The relevant person in charge of the provincial development and Reform Commission said that compared with the national requirements, the overall goal, task list and timetable of Zhejiang's "plastic control" work were two years ahead of the national level.

Zhejiang focuses on four types of plastic pollution: non-degradable plastic bags, disposable plastic tableware, disposable plastic products in hotels and hotels, and express plastic packaging. According to estimates, the amount of plastic waste generated accounts for about 20% of the province's primary domestic waste. These four types are easy to leak and difficult to recycle, which are the focus and difficulty of plastic pollution control.

By the end of 2022, the consumption of disposable plastic products will be significantly reduced, and alternative products will be widely promoted; in the prominent areas of plastic pollution and emerging fields such as e-commerce, express delivery, and takeaway, scientific and applicable plastic reduction and green logistics models will be generally implemented.

By the end of 2023, all districts and cities and 50% of counties (cities, districts) will complete the construction of "waste-free cities"; the management system for the production, circulation, consumption, recycling and disposal of plastic products will be basically established, and the level of development and application of alternative products will be further improved.

By the end of 2025, a multi-governance system integrating urban and rural areas will be basically formed, and plastic pollution will be effectively controlled.

Zhejiang will ban the production and sale of ultra-thin plastic shopping bags with a thickness of less than 0.025mm and polyethylene agricultural mulch film with a thickness of less than 0.01mm.

(2) Catering establishments, non-degradable disposable plastic straws are completely banned by the end of the year

By the end of 2020, the catering industry across the province will prohibit the use of non-degradable disposable plastic straws, and the use of non-degradable disposable plastic tableware will be prohibited in the catering services of built-up areas and scenic spots above the county seat.

By the end of 2023, the use of non-degradable disposable plastic tableware will be prohibited in the catering takeaway field in built-up areas above the county seat of the province.

By the end of 2025, the implementation scope will cover the food and beverage delivery field in the urban-rural junction, towns and rural areas.

(3) By the end of the year, star hotels and hotels will no longer provide disposable plastic supplies

By the end of 2020, it will take the lead in promoting star-rated hotels and hotels in the province without taking the initiative to provide disposable plastic products, and gradually extend to other hotels, hotels, and homestays.

By the end of 2022, star-rated hotels, hotels and other places in the province will no longer actively provide disposable plastic products, and related services can be provided by setting up self-service purchase machines and providing refilling detergents.

The press conference emphasized that plastic pollution control is a complex system engineering, which cannot be completed overnight. It requires the close cooperation of various departments and the joint action of the whole society.

In the future, Zhejiang Province will further promote the use of environmentally friendly cloth bags, paper bags, vegetable baskets and other non-plastic products and degradable shopping bags in shopping malls, supermarkets, farmers' markets, pharmacies, bookstores and other places, and encourage the establishment of self-service and intelligent delivery devices to facilitate the lives of the masses. Promote the use of biodegradable packaging films (bags) for fresh products, establish a centralized purchase and sale system for shopping bags in bazaars, promote the use of bio-based products such as straw-coated lunch boxes and biodegradable plastic bags that meet the performance and food safety requirements in the field of catering takeout, and encourage the production and use of new plastic film products such as fully biodegradable and enhanced weather resistance.

Limited plastic, along the way

On December 31, 2007, the General Office of the State Council issued the Notice on Restricting the Production and Sale of Plastic Shopping Bags.

From June 1, 2008, the production, sale and use of plastic shopping bags with a thickness of less than 0.025mm are prohibited nationwide. The system of paid use of plastic shopping bags shall be implemented in all supermarkets, shopping malls, bazaars and other retail places, and plastic shopping bags shall not be provided free of charge.

On July 6, 2011, the General Administration of Quality Supervision, Inspection and Quarantine and other departments jointly issued the "Notice on Centralized Special Actions to Restrict the Use of Plastic Shopping Bags in Production and Sales."

From July to August, a special campaign to restrict the production and sale of plastic shopping bags was carried out nationwide.

On April 22, 2013, the National Development and Reform Commission and other departments jointly issued the "Notice on Deepening the Implementation of Restrictions on the Use of Plastic Shopping Bags in Production and Sales."

On January 16, 2020, the National Development and Reform Commission and the Ministry of Ecology and Environment jointly issued the "Opinions on Further Strengthening the Control of Plastic Pollution" (Development and Reform Environmental Capital [2020] No. 80). On September 11, the Zhejiang Provincial Development and Reform Commission and the Provincial Department of Ecology and Environment and other nine departments jointly issued the "Implementation Measures on Further Strengthening the Control of Plastic Pollution."
