01 Pilot industries and sites

According to the pilot work arrangements, canteens of party and government organs, institutions, large state-owned enterprises and other units at all levels in the province, major tourist attractions, large supermarkets, large shopping malls, schools, hospitals and other industries and places, as well as large-scale conferences and exhibitions sponsored by relevant government units, will take the lead in banning the sale and use (providing for use) of disposable non-degradable plastic bags and plastic tableware listed in the list, through the pilot work to test and evaluate the performance of the "plastic ban" measures and substitutes, it provides experience for the formal implementation of the "plastic ban" regulations.

02 Plastic Prohibited Scope

The "List of Prohibited Production, Sales and Use of Disposable Non-degradable Plastic Products in Hainan Province (First Batch)" included disposable non-degradable plastic bags, 2 categories of tableware, and 10 sub-categories of disposable non-degradable plastic products into the first batch The scope of plastic ban.

It mainly includes: disposable films, bags and tableware containing non-biodegradable polymer materials such as polyethylene (PE), polypropylene (PP), polystyrene (PS), polyvinyl chloride (PVC), ethylene-vinyl acetate copolymer (EVA) and polyethylene terephthalate (PET). For example, shopping bags, daily plastic bags, garbage bags, paper-plastic composite bags, lunch boxes (including lids), bowls (including lids), dishes, plates, beverage cups (including lids), straws, etc., are the first batch of prohibited types.

03 Promote the development of industries related to alternative products

At present, there are mainly the following alternatives: the first is reusable, such as environmental protection bags, stainless steel tableware, ceramic cups, etc.; the second is paper products; the third is biomass products, mainly made of bagasse, bamboo fiber, starch and other biomass; the fourth is fully biodegradable plastic products.

In the "Hainan Province Fully Biodegradable Plastics Industry Development Plan (2020-2025)" that has been issued and implemented, the development priorities of fully biodegradable plastic bags, tableware, agricultural inputs, new raw material resins and other industries are initially determined; encourage the development of the entire biodegradable plastics industry chain, and also encourage the development of cloth products, paper products and other biomass products (including bagasse utilization, bamboo fiber, etc.); adhere to the project into the park, choose the park with mature supporting facilities and a certain industrial foundation for intensive agglomeration development; in addition, the recycling and composting industry mainly relies on the layout of the kitchen waste resource utilization base.

Establish the whole process traceability supervision system

We will speed up the improvement of the testing capacity of fully biodegradable plastics and products, issue local standards, deploy and operate the management information platform for plastic prohibition in Hainan Province, and rely on the platform to form a traceability system for the whole process of the circulation of fully biodegradable plastic products, so as to realize the informationization of supervision and law enforcement.

In this regard, the relevant departments will be responsible for the supervision and management of the prohibition of production, transportation, sales, storage, and use of disposable non-degradable plastic products in accordance with their respective responsibilities. For major cases investigated and handled, law enforcement shall be strengthened in accordance with the law; for suspected crimes, they shall be promptly transferred to the public security organs for handling; for those without subjective intention and minor violations, education and rectification shall be given priority to; for those with subjective intention and serious circumstances that cause major consequences, we shall promptly and resolutely investigate and deal with them.
