Tianjin to Further Strengthen the Plastic Pollution Control Implementation Plan
(Exposure Draft)
In order to implement the "National Development and Reform Commission of the Ministry of Ecology and Environment on further strengthening the plastic pollution control opinions" (development and reform of the environmental capital [2020] No. 80) requirements, further strengthen the plastic pollution control, establish and improve the long-term management mechanism of plastic products, combined with the actual situation of our city, formulate this plan.
General 1. requirements
(I) guiding ideology
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the Second, Third, and Fourth Plenary Sessions of the 19th Central Committee, adhere to the people-centered approach, firmly establish a new development concept, and orderly prohibit and restrict The production, sales and use of some plastic products, actively promote alternative products, standardize the recycling and utilization of plastic waste, and establish a sound management system for the production, circulation, use, strong and orderly effective control of plastic pollution, and strive to build a beautiful Tianjin.
(II) basic principles
Highlight the key points and advance in an orderly manner. Strengthen source control, grasp the key areas and important links of the production and use of plastic products, and put forward management requirements for the outstanding problems strongly reflected by the society; comprehensively consider the actual situation in various fields, reasonably determine the implementation path, and actively and steadily promote the control of plastic pollution.
Innovation leads, science and technology support. Guided by recyclable, easy to recycle, and degradable, we will develop and promote plastic products and alternative products that meet the performance standards, are green, environmentally friendly, and economically applicable, and cultivate new business models that are conducive to standardizing recycling and recycling, and reducing plastic pollution.
Multiple participation, social co-governance. Give full play to the main responsibility of enterprises, strengthen government supervision and management, strengthen policy guidance, build social consensus, and form a pluralistic co-governance system with the participation of the government, enterprises, industry organizations and the public.
(III) main objectives
By 2020, the production, sale and use of some plastic products will be prohibited and restricted in some areas of the city. By 2022, the consumption of disposable plastic products will be significantly reduced, alternative products will be promoted, and the proportion of plastic waste recycling and energy utilization will be greatly increased; in the prominent areas of plastic pollution and emerging fields such as e-commerce, express delivery, and takeaway, a number of plastic reduction and green supply chain models that can be replicated and promoted will be formed. By 2025, the management system for the production, circulation, consumption, recycling and disposal of plastic products will be basically established, the multi-governance system will be basically formed, the level of development and application of alternative products will be further improved, the amount of plastic waste landfill will be greatly reduced, and plastic pollution will be effectively controlled.

The production and sale of ultra-thin plastic shopping bags with a thickness of less than 0.025mm and polyethylene agricultural mulch films with a thickness of less than 0.01mm are prohibited. It is forbidden to use medical waste as raw material to manufacture plastic products. A total ban on the import of waste plastics. Prohibit the production and sale of disposable foamed plastic tableware. By the end of 2020, the production and sale of disposable plastic cotton swabs will be prohibited; the production of daily chemical products containing plastic microbeads will be prohibited. By the end of 2022, the sale of daily chemical products containing plastic microbeads will be prohibited.

1. Non-degradable plastic bags. By the end of 2020, the use of non-degradable plastic bags will be prohibited in shopping malls, supermarkets, pharmacies, bookstores and other places in the city's built-up areas, as well as catering, packaging and delivery services and various exhibition activities, and the use of non-degradable plastic bags will be regulated and restricted in bazaars. By the end of 2025, the city's bazaars will ban the use of non-degradable plastic bags. Encourage places where conditions permit to stop using non-degradable plastic bags in places such as urban-rural fringe areas, towns and rural areas.
2. Disposable plastic tableware. By the end of 2020, the city's catering industry will prohibit the use of non-degradable disposable plastic straws; the city's built-up areas, scenic spots of the catering hall food service, prohibit the use of non-degradable disposable plastic tableware. By 2025, the consumption intensity of non-degradable disposable plastic tableware in the city's catering takeaway field will drop by 30%.
3. Hotel, hotel disposable plastic supplies. By the end of 2022, star hotels, hotels and other places in the city will no longer actively provide disposable plastic products, and can provide related services by setting up self-service purchase machines and providing refilling detergents; by the end of 2025, the scope of implementation will be expanded to all Hotels, hotels, and homestays.
4. Express plastic packaging. By the end of 2025, the city-wide postal express outlets will prohibit the use of non-degradable plastic bags, plastic tapes, disposable plastic woven bags, etc.

In shopping malls, supermarkets, pharmacies, bookstores and other places, promote the use of environmentally friendly cloth bags, paper bags and other non-plastic products and degradable shopping bags, and encourage the establishment of self-service and intelligent delivery devices to facilitate people's lives. Promote the use of biodegradable packaging films (bags) for fresh products. Establish a centralized purchase and sale system for shopping bags in bazaars. Promote the use of bio-based products such as straw-coated lunch boxes and alternative products such as degradable plastic bags that meet performance and food safety requirements in the field of food and beverage takeout. In the key film area, combined with agronomic measures to promote large-scale degradable film.
(VII) Cultivate and Optimize New Patterns of New Business
Strengthen corporate green management responsibilities and promote green supply chains. E-commerce, takeaway and other platform enterprises should strengthen the management of settled merchants, formulate alternative implementation plans for the reduction of disposable plastic products, and release the implementation status to the society. Focusing on chain supermarkets, large bazaars, warehousing, e-commerce express delivery, etc., we will promote enterprises to actively promote recyclable and foldable packaging products and logistics distribution equipment through equipment leasing and financial leasing. Encourage enterprises to adopt equity cooperation, joint capital injection and other ways to build a cross-platform operation system for recyclable packaging. Encourage enterprises to use integrated packaging of goods and circulation, and establish a recycling system for recyclable logistics and distribution equipment.
(VIII) increase the supply of green products
Plastic products manufacturers must strictly implement relevant laws and regulations, produce plastic products that meet relevant standards, and must not illegally add chemical additives that are harmful to the human body and the environment. Promote green design to improve the safety and recycling performance of plastic products. Actively adopt new green environmental protection functional materials, increase the use of recycled plastics that meet quality control standards and use control requirements, strengthen the research and development of recyclable, easily recyclable and degradable alternative materials and products, reduce application costs, and effectively increase the supply of green products.
4. regulate plastic waste recycling and disposal

Combined with the implementation of garbage classification, increase the classification, collection and treatment of plastic waste and other recyclables, and prohibit random stacking and dumping of plastic waste pollution. In office buildings, airports, stations, ports and other places with a large amount of plastic waste, it is necessary to increase the delivery facilities and increase the frequency of removal and transportation. Promote e-commerce takeaway platforms, sanitation departments, recycling enterprises and other multi-party cooperation, in key areas to put express packaging, takeaway lunch boxes and other recycling facilities. Establish and improve the recycling system of waste agricultural film; standardize the recycling and disposal of waste fishing nets and fishing gear.
(X) Promote the Utilization of Resources and Energy
To promote the standardization, centralization and industrialization of the resource utilization of plastic waste, related projects should be gathered in parks such as resource recycling bases to improve the level of resource utilization of plastic waste. Plastic waste with high sorting cost and unsuitable for resource utilization should promote energy utilization, strengthen the operation and management of waste incineration power generation enterprises, ensure the stable discharge of various pollutants, and minimize the direct landfill of plastic waste.

Speed up the investigation and remediation of informal dumping sites and dumping sites for domestic waste, and focus on solving the problem of plastic pollution caused by the random dumping of domestic waste in urban-rural fringe areas, environmentally sensitive areas, roads and rivers, ponds and ditches. Carry out actions to clean up plastic waste in rivers and lakes, harbors and clean beaches. We will promote the clean-up and rectification of residual plastic film in farmland, pesticide and chemical fertilizer plastic packaging, and gradually reduce the amount of residual plastic film in farmland.

(xii) Improving relevant support policies
Increase support for key projects such as green packaging R & D and production, green logistics and distribution system construction, and the operation of specialized intelligent recycling facilities. Implement relevant fiscal and taxation policies and increase government procurement of green products that meet standards. Carry out pilot demonstrations such as the construction of new green supply chains, the promotion of new products and new models, and the recycling of waste agricultural films. All districts should support the launch of specialized recycling facilities and eliminate management obstacles for facilities to enter residential communities, subway stations, stations, office buildings and other public places. Encourage the adoption of economic means to promote the reduction and substitution of disposable plastic products. Public institutions should take the lead in stopping the use of non-degradable disposable plastic products.
(xiii) Strengthening scientific and technological support
In accordance with the requirements of the unified national deployment, carry out research and assessment of environmental risks in the whole life cycle of different types of plastic products; strengthen research on the mechanism, monitoring, prevention and control technologies and policies of plastic waste and microplastic pollution in rivers, lakes and seas, and carry out ecological environment impact and human health risk assessment; increase key core technology research and achievement transformation of recyclable and degradable materials, and improve the performance of alternative materials and products; focusing on the safety and controllability of degradation and the economy of large-scale application, we will carry out technical verification and product selection such as degradable mulching film.
(14) Strict law enforcement and supervision
Strengthen daily management and supervision and inspection, and strictly implement policies and measures to prohibit and restrict the production, sale and use of some plastic products. Severely crack down on illegal production and sales of plastic products prohibited by the state, and strictly investigate and deal with false and false standards. Promote comprehensive law enforcement of ecological and environmental protection, strengthen environmental supervision in the recycling, utilization, and disposal of plastic waste, investigate and deal with illegal sewage discharge in accordance with the law, and continue to promote the rectification of the waste plastic processing and utilization industry. If the industry management department discovers plastic environmental pollution and ecological damage in the daily supervision, it shall promptly hand over the relevant clues to the comprehensive law enforcement team for ecological environmental protection, which shall file a case for investigation and punishment in accordance with the law. The responsible subjects for ineffective implementation shall be investigated and dealt with in accordance with laws and regulations, and rectification shall be urged through public exposure and interviews.

All districts and relevant departments should attach great importance to the control of plastic pollution, carefully organize and arrange, and earnestly implement it. Establish a special working mechanism, coordinate and guide related work, and summarize and analyze work progress in a timely manner. Carry out joint special actions to strengthen supervision and inspection of the implementation of plastic pollution control, and strengthen assessment and accountability.
(16) Strengthen publicity and guidance
Increase publicity on plastic pollution control, guide the public to reduce the use of disposable plastic products, participate in garbage classification, and resist excessive packaging. Use newspapers, radio and television, new media and other channels to deeply publicize the effectiveness and typical practices of plastic pollution control. Guide industry associations, business groups, and public welfare organizations to carry out professional seminars and voluntary activities in an orderly manner, so as to build consensus and create a good atmosphere for the participation of the whole society.
