Haikou City completely prohibits the production and sale of disposable non-degradable plastic products. The Office of the Leading Group issued the ''Notice on Carrying out the Pilot Work of Prohibiting the Production and Sale of Disposable Non-degradable Plastic Productions'' in Haikou City (hereinafter referred to as the ''Notice''), requiring Haikou The pilot work of banning plastics in key industries and places will be conducted from August 1st to November 30th.

The ''Notice'' pointed out that by organizing key industries and places to take the lead in prohibiting the sale and use of disposable non-degradable plastic bags and plastic tableware included in the ''List of Prohibited Production, Sales and Use of Disposable Non-degradable Plastic Products in Hainan Province (First Batch) ''Pilot work, strengthen public opinion publicity and education, strengthen supervision and inspection during the pilot period, and ensure that the pilot work achieves practical results.

At the same time, the high-quality R & D and production of substitutes is an important guarantee for the smooth development of the ban on plastics. A reporter from the China Market Supervision News learned that on April 26, the Haikou Municipal people's Government officially issued a notice on carrying out the pilot work of banning the production, sale and use of disposable non-degradable plastic products in Haikou City. The above list explicitly prohibits the production, sale and use of disposable non-degradable plastic products in the form of a negative list.

The negative list is as follows: disposable films, bags and tableware containing non-biodegradable polymer materials such as polyethylene (PE), polypropylene (PP), polystyrene (PS), polyvinyl chloride (PVC), ethylene-vinyl acetate copolymer (EVA), and polyethylene terephthalate (PET).

So, what alternative products are available after the "ban?

The reporter learned that those that meet the requirements of alternatives mainly include reusable products (this is actually an environmentally friendly choice, but it is not convenient enough), fully biodegradable plastic products, cloth products, paper products and biomass products (including bagasse, bamboo fiber and Starch), etc.

It needs to be emphasized that the relevant regulations of Hainan Province clearly state that biomass products must not contain non-degradable plastic components (the legendary pseudo-degradation), otherwise it will not comply with the regulations.

The reporter further learned that many companies are interested in investing in Hainan Province. There are already 4 companies in the province under construction and proposed substitute production projects. It is expected that by the end of this year, they will have a substitute production capacity of 23000 tons/year. With the expansion of production capacity and the development of new materials, the cost and price of alternative products will also drop to a range acceptable to users.

In the process of Hainan's "plastic ban" work, the market supervision department and relevant departments are responsible for the supervision and management of prohibiting the production, transportation, sales, storage, and use of disposable non-degradable plastic products in accordance with their respective responsibilities.

How to strengthen supervision? The premise of supervision is the perfection of relevant laws and regulations.

Wang Liming, director of the Law Enforcement Bureau of the Hainan Provincial Market Supervision Bureau, said that if the general procedures are applied to make an administrative penalty decision in the "plastic ban" law enforcement, the administrative penalty information will be publicized in accordance with the relevant provisions of the administrative penalty information publicity, and the inter-departmental joint punishment will be implemented to achieve "One violation of the law, restricted everywhere".

"At present, we are promoting the establishment and improvement of a standardization system for fully biodegradable plastic products to accurately and reliably evaluate the performance of substitutes, as a yardstick for law enforcement supervision, so as to enhance the scientificity and accuracy of supervision." Considering that the compostable standard has not yet been implemented in China, and Hainan has such a good policy environment, local enterprises and industry associations in Hainan can consider promoting the implementation of this standard as soon as possible, which will produce huge market economic benefits.

Considering the demonstration effect of Hainan's policy and the huge policy flexibility of Hainan's separate legislation, it can be expected that Hainan's plastic ban will be successful, and such policies will soon be followed by other provinces and cities.

According to the above requirements, the pulp molding and other alternative products department obviously has great room for development.

Pulp molded bowls, boxes, dishes, and plates all have mature products. Beverage cups have products that need to be further improved. Straws have not yet mature products. As more and more participants are involved in research and development, knives, forks and spoons have seen solutions, and more alternatives to disposable plastic products are on the way.

However, domestic traditional paper-making enterprises have also seen the huge business opportunities brought about by the plastic ban. It can be expected that in the future, these products will coexist and compete with each other.
