2. key tasks
(I) strictly control the production and sales of plastic products.
The production and sale of ultra-thin plastic shopping bags with a thickness of less than 0.025mm and polyethylene agricultural mulch films with a thickness of less than 0.01mm are prohibited. It is forbidden to use medical waste as raw material to manufacture plastic products. By the end of 2020, the production and sale of disposable foamed plastic tableware and disposable plastic cotton swabs will be prohibited, and the production of daily chemical products containing plastic microbeads will be prohibited. 1. Orderly ban non-degradable plastic bags. By 2025, the consumption intensity of non-degradable disposable plastic tableware in catering takeout areas in cities above the prefecture level will be reduced by 30%. Actively reduce the use of disposable plastic products in hotels and hotels. By the end of 2020, the proportion of "slimming tape" packaging in postal express outlets and the utilization rate of circulating transit bags will not be less than 90%, and the secondary packaging rate of e-commerce express will not be less than 70%. Promote green packaging, support express logistics enterprises to use recyclable and foldable packaging products and logistics distribution tools in receiving and sending, distribution, sorting, transportation and other links, and promote the use of electronic waybills, recycled envelopes, green packaging materials and fillers. (IV) regulate plastic waste recycling and disposal
1. Strengthen plastic waste recycling and removal. Investigate and deal with illegal sewage discharge and other behaviors. In the fields of new green supply chain construction, promotion of new products and new models, and recycling of waste agricultural film, we will promote the formation of typical case models, and support qualified units and projects to apply for national pilot demonstrations. Encourage all localities to adopt economic measures to promote the reduction and substitution of disposable plastic products. Support the placement of specialized recycling facilities and eliminate management barriers to facilities entering public places.
