Shandong Province to Further Strengthen the Plastic Pollution Control Implementation Plan

In order to implement the National Development and Reform Commission's Ministry of Ecology and Environment's Opinions on Further Strengthening the Control of Plastic Pollution (NDRC [2020] No. 80), actively respond to plastic pollution, protect people's health, establish and improve a long-term management mechanism for plastic products, Promote the construction of ecological civilization and high-quality development in our province, formulate this implementation plan.

(I) guiding ideology. (II) the main objectives. By 2020, take the lead in banning and restricting the production, sale and use of some plastic products in some districts and cities and some fields. By 2022, the consumption of disposable plastic products will be significantly reduced, alternative products will be promoted, and the proportion of plastic waste resource utilization will be greatly increased, forming a batch of plastic reduction and green logistics models that can be replicated and promoted. By 2025, the management system for the production, circulation, consumption, recycling and disposal of plastic products will be basically established, the multi-governance system will be basically formed, the level of development and application of alternative products will be further improved, and plastic pollution will be effectively controlled.

2. key tasks

(I) strictly control the production and sales of plastic products.

The production and sale of ultra-thin plastic shopping bags with a thickness of less than 0.025mm and polyethylene agricultural mulch films with a thickness of less than 0.01mm are prohibited. It is forbidden to use medical waste as raw material to manufacture plastic products. By the end of 2020, the production and sale of disposable foamed plastic tableware and disposable plastic cotton swabs will be prohibited, and the production of daily chemical products containing plastic microbeads will be prohibited. By the end of 2022, the sale of daily chemical products containing plastic microbeads will be prohibited. 1. Strict new project review. 2. Strengthen the quality supervision of plastic products. Include plastic shopping bags and polyethylene agricultural mulch film products in the provincial key industrial product quality and safety supervision catalog, and organize product quality supervision and spot checks in the production and sales links around key indicators, especially thickness and other indicators related to plastic pollution control. Plastic shopping bags with a thickness of less than 0.025mm and polyethylene agricultural mulch film products with a thickness of less than 0.01mm found in supervision and spot checks shall be investigated and dealt with in a timely manner in accordance with the law. For plastic products that are subject to the management of industrial product production licenses, in strict accordance with the provisions of the State Administration for Market Regulation's "Detailed Rules for the Implementation of Food-related Product Production Licenses (Plastic Packaging Containers and Tools for Food and Other Products)", the implementation of notification and commitment certification is implemented. (II) strengthen the use of plastic products, circulation supervision

1. Orderly ban non-degradable plastic bags. By the end of 2020, shopping malls, supermarkets, pharmacies, bookstores and other places in the urban built-up areas of Jinan and Qingdao, as well as catering packaging and delivery services and various exhibition activities, prohibit the use of non-degradable plastic bags, and market markets regulate and restrict the use of non-degradable Plastic bags; by the end of 2022, the scope of implementation will be expanded to the built-up areas of cities above the prefecture level and coastal counties (cities, districts). By the end of 2025, the use of non-degradable plastic bags will be banned in bazaars in the above-mentioned areas. Encourage places where conditions permit to stop using non-degradable plastic bags in places such as urban-rural fringe areas, towns and rural areas. 2. Disable disposable plastic tableware by stages. By the end of 2022, the use of non-degradable disposable plastic tableware will be prohibited in the built-up areas of counties (cities, districts) and scenic spots. By 2025, the consumption intensity of non-degradable disposable plastic tableware in catering takeout areas in cities above the prefecture level will be reduced by 30%. Actively reduce the use of disposable plastic products in hotels and hotels. 4. Strengthen the control of express plastic packaging. Promote green packaging, implement the "9792" project, and reduce the use of non-degradable plastic bags, plastic tapes, and disposable plastic woven bags year by year. By the end of 2020, the proportion of "slimming tape" packaging in postal express outlets and the utilization rate of circulating transit bags will not be less than 90%, and the secondary packaging rate of e-commerce express will not be less than 70%. By the end of 2025, postal express outlets across the province will prohibit the use of non-degradable plastic packaging bags, plastic tapes, and disposable plastic woven bags. Actively promote plastic product manufacturers to strictly implement relevant national laws and regulations and related product standards, promote green design, strengthen the research and development of recyclable, easy-to-recycle, degradable alternative materials and products, reduce application costs, and continuously improve the supply capacity of industries and enterprises for green products. 2. Promote the use of alternative products. In shopping malls, supermarkets, pharmacies, bookstores and other places, promote the use of environmentally friendly cloth bags, paper bags and other non-plastic products and degradable shopping bags, and encourage the establishment of self-service and intelligent delivery devices. Promote the use of biodegradable packaging films (bags) for fresh products. Establish a centralized purchase and sale system for shopping bags in bazaars. Promote the use of bio-based products such as straw-coated lunch boxes and alternative products such as degradable plastic bags that meet performance and food safety requirements in the field of food and beverage takeout. 3. Cultivate and optimize new formats and new models. Strengthen corporate green management responsibilities and encourage enterprises to establish green production, procurement, sales, recycling and logistics systems. Promote e-commerce, takeaway and other platform enterprises to strengthen the management of occupancy merchants, formulate alternative implementation plans for the reduction of disposable plastic products, and organize their implementation. Promote green packaging, support express logistics enterprises to use recyclable and foldable packaging products and logistics distribution tools in receiving and sending, distribution, sorting, transportation and other links, and promote the use of electronic waybills, recycled envelopes, green packaging materials and fillers. (IV) regulate plastic waste recycling and disposal

1. Strengthen plastic waste recycling and removal. We will speed up the classification of municipal solid waste in the whole province, and be equipped with garbage classification and release facilities with reasonable layout and appropriate quantity according to the classification standards. Optimize the collection and transportation system for recyclables such as plastic waste, and put recycling facilities such as express packaging and take-out lunch boxes in places with large amounts of plastic waste. We will speed up the construction of a recycling system for renewable resources, and promote the standardized and professional treatment of recyclable materials such as plastic waste. Establish and improve the recycling system of waste agricultural film, and focus on the use and recycling of plastic film during the sowing and harvest periods of major plastic film crops. Strengthen the environmental supervision of waste incineration power generation and other enterprises, include waste incineration power generation and other enterprises in the "double random, one open" comprehensive law enforcement inspection, severely crack down on environmental violations such as excessive pollution discharge, and promote the stable discharge of various pollutants from waste incineration power generation and other enterprises. 3. Carry out special cleaning of plastic waste. Speed up the investigation and remediation of informal dumping sites and dumping sites for domestic waste, and focus on solving the problem of plastic pollution caused by the random dumping of domestic waste in urban-rural fringe areas, environmentally sensitive areas, roads and rivers, ponds and ditches. Carry out actions to clean up plastic waste in rivers and lakes, harbors and clean beaches. Actively promote the clean-up and rectification of farmland residual plastic film, pesticide and chemical fertilizer plastic packaging, carry out the investigation and evaluation of the application and residue of agricultural film in the province, and strengthen the recycling of pesticide packaging waste. Strengthen the construction of the standard system for the prevention and control of plastic pollution in our province, carry out the development of relevant standards in the fields of recycled plastics, plastic waste recycling, and energy utilization, and timely incorporate the construction of plastic pollution prevention and control standards into the "Shandong Standard" project construction plan. Strictly implement the requirements for strengthening the prevention and control of plastic pollution in the evaluation standards for star-rated hotels, star-rated homestays, and A- level scenic spots, and promote enterprises to adopt green design and provide green and environmentally friendly products. Explore the establishment of plastic raw materials and finished products production, sales information disclosure system. Explore the implementation of corporate legal person's promise of trustworthiness and punishment for dishonesty, and include illegal production, sales, and use of plastic products in the record of dishonesty. Promote comprehensive law enforcement of ecological and environmental protection, strengthen environmental supervision of plastic waste recycling, utilization, and disposal, and include plastic waste recycling, utilization, and disposal enterprises into the "double random, one open" comprehensive law enforcement inspection, and increase random inspections. Investigate and deal with illegal sewage discharge and other behaviors. If the industry management department discovers plastic environmental pollution and ecological damage in the daily supervision, it shall promptly hand over the relevant clues to the comprehensive law enforcement team for ecological environmental protection, which shall file a case for investigation and punishment in accordance with the law. The responsible subjects for ineffective implementation shall be investigated and dealt with in accordance with laws and regulations, and rectification shall be urged through public exposure and interviews. We will implement the new national government procurement mechanism for energy-saving and environmental protection products, and increase government procurement efforts for green products that meet the standards. Increase support for key projects such as green packaging R & D and production, green logistics and distribution system construction, and the operation of specialized intelligent recycling facilities. In the fields of new green supply chain construction, promotion of new products and new models, and recycling of waste agricultural film, we will promote the formation of typical case models, and support qualified units and projects to apply for national pilot demonstrations. Encourage all localities to adopt economic measures to promote the reduction and substitution of disposable plastic products. Support the placement of specialized recycling facilities and eliminate management barriers to facilities entering public places. Public institutions take the lead in stopping the use of non-degradable disposable plastic products.
