Green development is an inevitable requirement for building an ecological civilization and a high-quality modern economic system. It is a profound revolution in the development concept. The core is to save resources and protect the ecological environment. In order to thoroughly study and implement Xi Jinping's thoughts on ecological civilization, earnestly implement the spirit of the National Ecological Environmental Protection Conference, help fight pollution prevention and control, and promote the construction of ecological civilization and a beautiful China, we now put forward the following opinions on innovating and improving the price mechanism for promoting green development.
1. significance
Since the 18th National Congress of the Communist Party of China, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at the core, the price authorities at all levels have conscientiously implemented the decisions and deployments of the Party Central Committee and the State Council, and actively promoted the reform of resource and environmental prices. Introduce policies to support ultra-low emission transformation of coal-fired units and clean heating prices in northern regions, implement differentiated electricity price policies for industries with high energy consumption, high pollution, and serious overcapacity, and fully implement a tiered price system for residential electricity, water, and gas., Improve the water resource fee, sewage treatment fee, and garbage disposal fee policies, and introduce environmental protection electricity prices and charging policies that combine rewards and punishments, which have made positive contributions to strengthening ecological environmental protection. However, compared with the requirements of the times of ecological civilization construction and the urgent need to fight the battle of pollution prevention and control, there are still some problems, such as the price mechanism is not perfect, the policy system is not systematic, and the implementation in some areas is not in place. The scarcity of resources, ecological value and environmental damage cost are not fully reflected, and the price mechanism combining incentive and restraint has not been established. It needs to be solved by further deepening price reform, innovation and improving the price mechanism.
At present, the construction of ecological civilization in China is in a critical period of superposition of pressure and heavy load. It has entered a critical period of providing more high-quality ecological products to meet the people's growing needs for a beautiful ecological environment. It has also reached a window period in which it has the conditions and ability to solve outstanding problems in the ecological environment. In the face of the new situation and new requirements of ecological civilization construction and ecological environmental protection in the new era, we should make full use of market-oriented means to promote the marketization process of ecological environmental protection, constantly improve the price mechanism of resources and environment, give better play to the price leverage to guide the optimal allocation of resources, realize the internalization of ecological environment cost, promote the whole society to save, and accelerate the development of green environmental protection industry, Then stimulate the whole society, jointly promote green development and ecological civilization construction.

In accordance with the principle that the polluter pays the user and the protector benefits the saver, innovate the resource and environmental price mechanism, realize the internalization of the cost of the ecological environment, curb unreasonable resource consumption, encourage the increase in the supply of ecological products, and make resource conservation and protection of the ecological environment the main body of the market Endogenous power.

In view of the reality of urban and rural areas, regions, industries and different subjects, and in the fields and links where price means can play a role, we should improve the price incentive and restraint mechanism, so as to make the conservation of energy resources and the protection of ecological environment become the conscious action of units, families and individuals, and form a good situation of co construction and sharing ecological civilization.

Support localities to study and formulate specific price policies that meet the requirements of green development in the light of local resource endowment conditions, pollution prevention and control situation, industrial structure characteristics, and social affordability; encourage qualified areas to formulate price policies based on stricter environmental protection standards, so as to better promote the construction of ecological civilization and green development.
(III) main objectives
By 2020, the price mechanism and price policy system conducive to green development will be basically formed, and the role of promoting resource conservation and internalization of ecological and environmental costs will be significantly enhanced; by 2025, the price mechanism that meets the requirements of green development will be more perfect and implemented in all aspects of the whole society.
3. improve the sewage treatment charging policy
Accelerate the construction of a price mechanism that covers the cost of sewage treatment and sludge disposal and makes a reasonable profit, promote the marketization of sewage treatment service fees, and gradually realize the basic coverage of urban sewage treatment fees.
(I) establish a dynamic adjustment mechanism for urban sewage treatment fees. In accordance with the principle of compensating the operating costs of sewage treatment and sludge disposal facilities (excluding the construction and operation costs of sewage collection and transportation pipe networks) and making reasonable profits, the sewage treatment fee standard is formulated and dynamically adjusted according to the results of regular evaluation. By the end of 2020, the urban sewage treatment fee standard is roughly equivalent to the sewage treatment service fee standard. Established towns with centralized sewage treatment conditions have established a comprehensive sewage treatment charging system and levied sewage treatment fees simultaneously.
(II) the establishment of enterprise sewage discharge differential charging mechanism. Encourage local governments to formulate differentiated charging standards based on the types, concentrations, and environmental credit ratings of the main pollutants in the sewage discharged by enterprises, so as to promote the pretreatment of corporate sewage and the reduction of pollutant emissions. Localities can determine the main types of pollutants for differentiated charges according to local conditions, reasonably set pollutant concentration classification and price difference standards, and regions with conditions can explore differentiated charging policies for multiple pollutants. Industrial parks should take the lead in implementing differentiated charging policies.
(III) establish a charging mechanism in coordination with sewage treatment standards. Support the improvement of sewage treatment standards. Towns and industrial parks where the sewage treatment discharge standards are raised to Class A or stricter standards can increase the sewage treatment fee standards accordingly. The relevant provinces of the Yangtze River Economic Belt should take the lead in implementing it. In water source protection areas, groundwater pollution prone areas, areas with serious water pollution and sensitive areas, especially inferior class V water bodies and urban black and smelly water pollution sources, more stringent sewage treatment and discharge standards should be implemented, and sewage treatment fees should be raised accordingly.
(IV) explore the establishment of sewage treatment farmers pay system. In rural areas where centralized sewage treatment facilities have been built, we should explore the establishment of a payment system for farmers, comprehensively consider the collective economic situation of the village, the affordability of farmers, the cost of sewage treatment and other factors, and reasonably determine the payment standard.
(V) and improve the market-oriented formation mechanism of urban sewage treatment service fees. Promote the formation of sewage treatment service fee standards through market competition such as bidding, with sewage treatment and sludge disposal costs, total sewage, pollutant removal, and operating period as the main parameters. Encourage the bidding of sewage treatment projects in different regions, scales and profitability in urban and rural areas, so as to promote the balanced development of sewage treatment in cities, towns and rural areas. Establish a regular reporting system for sewage treatment service fee revenue and expenditure. Sewage treatment companies should report to the local price authority before the end of March each year on the status of sewage treatment service fee revenue and expenditure in the previous year to provide reference for adjusting and improving sewage treatment fee standards.
4. a sound charging mechanism for solid waste treatment
We will comprehensively establish a charging mechanism for solid waste treatment that covers costs and is reasonably profitable, and speed up the establishment of an incentive and restraint mechanism conducive to promoting waste classification and reduction, resource utilization and harmless treatment.
We will (I) establish and improve the charging mechanism for urban domestic waste disposal. In accordance with the principle of compensating costs and making reasonable profits, the charging standards for urban domestic waste disposal shall be formulated and adjusted. By the end of 2020, cities and towns across the country will have fully established a charging system for domestic waste disposal. Encourage all localities to innovate the charging mode of waste disposal and improve the collection rate. Encourage all localities to formulate comprehensive supporting policies to promote the coordinated treatment of waste, and support cement, organic fertilizer and other enterprises to participate in the utilization of waste resources.
(II) improve the urban household waste classification and reduction incentive mechanism. Actively promote the reform of the charging method for urban domestic waste treatment, implement waste measurement and charging for non-resident users, and implement policies such as differentiated charging for classified waste and mixed waste, and increase the charging standard for mixed waste; for qualified residential users, implement measurement and differentiation Charge fees and accelerate the promotion of garbage classification. Encourage the market-oriented operation of urban domestic waste collection, transportation, and treatment, which has formed a fully competitive link, and implement negotiated pricing between the two parties.
(III) explore the establishment of rural garbage disposal fee system. In rural areas where the garbage disposal system has been implemented, establish a rural garbage disposal fee system, comprehensively consider the local economic development level, farmers' affordability, garbage disposal costs and other factors, reasonably determine the charging standards, and promote the improvement of the rural environment.
(IV) improve the hazardous waste disposal fee mechanism. In accordance with the principle of compensating the costs of collection, transportation, storage and disposal of hazardous waste and making reasonable profits, the charging standards for hazardous waste disposal shall be formulated and adjusted to improve the capacity for hazardous waste disposal. Taking into account the total amount and structure of medical institutions in the region, the actual amount of medical waste generated and the total cost of treatment, the medical waste disposal quota and quantitative charging standard shall be reasonably approved, and the charging method shall be determined by the medical waste disposal unit and the medical institution through consultation. Strengthen the investigation of the disposal cost of industrial hazardous waste and social source hazardous waste, reasonably determine and dynamically adjust the charging standards; on the premise of ensuring the monitoring of the whole process of hazardous waste collection, transportation, storage and disposal, and the traceability of violations of laws and regulations, the disposal charging standards can be determined by both parties through consultation.
5. establish a price mechanism conducive to water conservation
Establish and improve the price formation and dynamic adjustment mechanism of compensation cost, reasonable profit, incentive and improvement of water supply quality, promote water conservation, ensure the benign operation of water supply projects and facilities, and promote water conservation and emission reduction and sustainable utilization of water resources.
(I) further promote the comprehensive reform of agricultural water prices. The pilot areas for the comprehensive reform of agricultural water prices should raise agricultural water prices to the level of operation and maintenance costs in one step or step by step, raise them to the level of full cost in areas where conditions permit, fully implement progressive price increases for over-quota water use, and simultaneously establish precise subsidies and water-saving incentive mechanisms. Areas that have completed agricultural water-saving transformation should make full use of the space vacated by water-saving to raise agricultural water prices. By the end of 2020, Beijing, Shanghai, Jiangsu, Zhejiang and other provinces, water shortage and groundwater overexploitation areas with perfect irrigation and water conservancy facilities, as well as new high-efficiency water-saving irrigation project areas and national modern agricultural industrial parks should take the lead in completing the reform task.
(II) improve the urban water supply price formation mechanism. Establish a price formation and dynamic adjustment mechanism that fully reflects the cost of water supply and encourages the improvement of water supply quality, and gradually adjust the price of residential water to not less than the cost level, and the price of non-residential water to compensate for the cost and a reasonable profit level; further widen the price difference between special water and non-residential water. In principle, the price ratio between the two in water-deficient areas shall not be less than 3:1. Timely improve the residential ladder water price system.
(III) the full implementation of urban non-resident water over-quota progressive price increase system. For advanced enterprises, scientifically formulate water consumption quotas and dynamically adjust them, reasonably determine the standard of water distribution and price increase, and fully implement them by the end of 2020. In water-scarce areas, water quotas should be set or revised, and the standard for price increases should be raised to fully reflect the scarcity of water resources. Implement higher price increase standards for industries such as "two highs and one leftover", accelerate the elimination of outdated production capacity, and promote the transformation and upgrading of the industrial structure.
(IV) establish a price policy conducive to the use of reclaimed water. Determine the price of reclaimed water in accordance with the principle of maintaining a competitive advantage with tap water, and promote the use of reclaimed water in public areas such as landscaping, road cleaning, and fire protection. Conditional negotiable pricing, exploring the implementation of a regressive price mechanism.

6. a sound electricity price mechanism to promote energy conservation and environmental protection
Give full play to the leverage of electricity prices, promote energy conservation and emission reduction in high-energy-consuming industries, eliminate backwardness, guide the optimal allocation of power resources, and promote the optimization and upgrading of industrial structure and energy structure.
(I) improve the differentiated electricity price policy. Comprehensive clean-up and cancellation of preferential electricity prices for high energy-consuming industries and various other unreasonable price preferential policies. Strictly implement the differential electricity price policy for seven industries, including ferroalloy, calcium carbide, caustic soda, cement, steel, yellow phosphorus, and zinc smelting, and implement higher prices for electricity consumption (including market-based trading electricity) for eliminated and restricted enterprises. All localities should timely evaluate the implementation effect of differential electricity price and ladder electricity price policy, expand the scope of differential electricity price and ladder electricity price implementation industry according to actual needs, improve the price increase standard, promote relevant industries to increase technological transformation, improve energy efficiency level, and accelerate the elimination of backward production capacity. Encourage localities to explore the establishment of differentiated electricity price policies based on energy consumption per unit of output value and pollutant emissions, and promote clean transformation. The differential electricity price and the ladder electricity price policy introduced by various places should be reported to the National Development and Reform Commission for the record.
(II) improve the peak and valley electricity price formation mechanism. Increase the implementation of peak and valley electricity prices, the use of price signals to guide the power to cut the peak to fill the valley. The provincial price authorities may, on the premise that the overall level of sales electricity prices remains unchanged, establish a dynamic adjustment mechanism for peak and valley electricity prices, further expand the scope of implementation of peak and valley electricity prices on the sales side, reasonably determine and dynamically adjust peak and valley periods, expand the price difference and floating range of peak and trough electricity prices, and guide users to use electricity at the wrong peak. Encourage market players to sign trading contracts that include peak, valley, and peacetime prices and electricity. Use market-oriented mechanisms such as peak-valley electricity price difference and auxiliary service compensation to promote the development of energy storage. The use of modern information, car networking and other technologies to encourage electric vehicles to provide energy storage services, and through the peak and valley price difference to obtain income. Improve the residential ladder electricity price system and implement peak and valley electricity prices for residents.
(III) and improve some environmental protection industry electricity support policies. Before the end of 2025, the demand (capacity) electricity fee will be exempted for the electricity consumption of sewage treatment enterprises that implement the two-part electricity price, the electricity consumption of centralized charging and swapping facilities for electric vehicles, the electricity consumption of port and port electricity operators, and the electricity consumption of seawater desalination.
While advancing the above-mentioned reform tasks, all localities are encouraged to actively explore green price policies such as ecological product price formation mechanisms, carbon emission rights trading, renewable energy compulsory quotas, and green certificate trading systems. Policies and measures with large impacts and complex constraints can be piloted first, experience explored, and gradually promoted.
7. pay close attention to the policy landing
Innovating and improving the price mechanism for promoting green development is an important task for price work at present and in the future. All localities should strengthen organization and leadership and take effective measures to ensure that various policies take root.
(I) strengthen policy implementation. Local price authorities must comprehensively sort out the implementation of the current resource and environmental price policies, find problems and improve them in a timely manner, and strengthen accountability for ineffective implementation. For the newly issued policies, it is necessary to establish and implement ledgers, clarify the timetable, road map, and responsible persons one by one, and make solid progress. Standardize market transaction price behavior, strengthen the construction of price credit system, and urge market entities to strictly perform price contracts. Strengthen the follow-up and evaluation of the implementation of the policy, identify the pain points, difficulties, and blocking points in the implementation of the policy, adjust and improve the policy in a timely manner, and implement it in the spirit of "nailing nails.
(II) strengthen departmental collaboration. Promoting green development requires the participation of the whole society. Price authorities at all levels should take the initiative to strengthen cooperation with relevant departments, coordinate the use of price, environmental protection, finance, finance, investment, industry and other policy measures to form a joint force of policies and jointly promote green development.

Correctly handle the relationship between promoting green development and ensuring the lives of the people, fully consider the affordability of society, especially the affordability of low-income groups, improve and implement the linkage mechanism of social assistance and security standards linked to rising prices, and take effective measures to hedge the impact of price adjustments on the lives of people in difficulties.
(IV) pay attention to propaganda and guidance. Effectively do a good job in publicity and guidance, put publicity work and policy formulation in the same important position, research, deployment, and implementation, maximize social consensus, and strengthen the common responsibility of the whole society to save resources, protect the environment, and promote green development.
